PMD is a company fully owned by the 4 Cellular Mobile Operators of Pakistan. PMD was initially mandated to operate the Number Portability Clearinghouse, however, over the years other operations related to Regulatory Compliance were also housed at PMD. With the passage of time, PMD has emerged into a credible technology partner of the CMOs and contributes significantly towards achieving their business objectives. With more than a decade of delivering Telco-grade Information and Communication Services to the Cellular Mobile Operators, PMD has unmatched Service Availability and Security Infrastructure.
OUR STORY

PMD, Pakistan MNP Database (Guarantee) Limited was established in October 2005 by Six Mobile Operators of Pakistan, to operate the Mobile Number Portability Clearing House Data Centre. With the passage of time, the Mobile Operators have been reduced to Four, namely Jazz, Telenor, Zong and Ufone.
In 2012, PMD was also chosen to house the Central Database for the all CMOs’ active subscribers. This Central Database is used to enforce the “5 Voice-SIMs per CNIC” and the “3 Data-Only SIMs per CNIC” limit. The Mobile Subscribers of Pakistan can check the count of their Voice & Data SIMs against their CNICs / Foreign IDs (Passport, POR, POC) by sending their CNIC Numbers to the Short-Code 668, operated by PMD.
In 2014, the CMOs chose to host the central Middleware for the CMOs’ Common Biometric Verification System, which allows all the CMOs’ to undertake the GSM-Sales activities on their Common BVS Devices across the entire country. The Common BVS Project is the first joint venture of its kind in Pakistan amongst the Mobile Operators.

Mr. Shan Ul Haq

Mr. Shan Ul Haq
DirectorMr. Shan Ul Haq, Vice President, Regulatory and Public Policy of Telenor Pakistan, has been the Director on PMD’s Board since September 2023.
With a remarkable tenure spanning over 19 years, Mr. Shan has solidified his position as a seasoned leader in the realm of Regulatory Affairs and Public Policy. Currently serving as Vice President Regulatory and Public Policy at Telenor, his expertise encompass Regulatory Analysis, Business Development, and Strategic Planning.
Preceding this role, Mr. Shan served as Senior Advisor Public Policy at Telenor Pakistan for a period of 7.5 years, during which his invaluable contributions played a pivotal role in shaping the company's approach to regulatory compliance and public policy advocacy. His professional journey also extends beyond Regulatory and Corporate Affairs, encompassing diverse roles such as Director of Human Resources, Director LDI, Business Development and Value-Added Services.
Mr. Shan has an academic foundation in electrical engineering from Northeastern University. He furthered his education by earning a Master of Business Administration degree from Boston College Carroll School of Management.

DirectorMr. Naveed Khalid Butt is currently serving as the Chief Officer, Corporate & Regulatory Affairs in Ufone (PTML) since 2009. He has earlier been the Head of the Customer Operations, IT as well as Commercial departments at Ufone between 2004 and 2009. An electronics engineer by profession, Mr. Naveed Khalid Butt has been associated with Pakistan’s Cellular Mobile Industry in key management positions almost since its inception, with his roles as Executive Director at Paktel (2000-2004) and RGM North/GM Customer Services at Instaphone (1995-2000).
He also has a degree in Business Administration with Majors in General Management. He has been actively involved in the key initiatives of the Cellular Industry during this time frame including his roles as the Member of PMD’s Board of Directors and the Chairman of PMD’s Executive Committee.

DirectorMr. Kamran Ali is the Chief Regulatory Officer at CMPak Limited and has been the Director on PMD's Board since August 2016. With over 20 years of experience in Commercial Law, Telecommunication, and Corporate Management, his professional engagements include the Ministry of Information Technology, National Telecommunication Corporation (NTC), Pakistan Telecommunication Authority (PTA), World Bank Group, Telenor Group and the World Trade Organization.
He was also a board member of PTCL (Etisalat), the UBank (formerly Rozgar Microfinance Bank) and Telephone Industries of Pakistan (TIP). His memberships and affiliations include Competition Advisory Group, High Court Bar Association of Pakistan, Human Rights Commission of Pakistan and Amnesty International.

Mr. Syed Zaheer Mehdi

DirectorMr. Syed Zaheer Mehdi, Group Chief - Corporate & Regulatory Affairs, Jazz - PMCL, has been the Director on PMD’s Board since August 2025. He is also supporting the governance of VEON/Jazz financial services entities - Mobilink Microfinance Bank and JazzCash - as Jazz enhances institutional oversight and future readiness.
Mr. Zaheer has over 30 years of experience in corporate banking, public policy, regulatory affairs, and financial services. Most recently, he served as Chief Government and Corporate Relations Officer at Engro Corporation, where he led regulatory advocacy and contributed to corporate strategy, as a member of the Executive Committee (EXCOM).
He has also held senior roles at Standard Chartered including as CEO of Standard Chartered Modaraba, and as Managing Director Standard Chartered Bank, engaging closely with regulators, policymakers, and other key stakeholders. His career includes international banking experience in Muscat, Oman and Nairobi, Kenya.

Mr. Reza Bokhary

Chief Executive OfficerMr. Reza Bokhary joined PMD as the Chief Executive Officer in July, 2021. As a results-oriented management professional with almost 30 years of corporate experience with reputed multinational companies like Siemens Telecom and Nokia Siemens, he brings strong expertise in P&L management, business development, strategic planning, customer & government relations, project management, and policy development and implementation.
With extensive exposure to both private and public sector companies and customers, he has a deep understanding of business growth and success drivers, with a strong record of delivering against ambitious revenue and profitability targets across the multiple businesses he has managed over the course of his career.
He was the founding Managing Director of Trovicor Pakistan in 2009, a subsidiary of Trovicor GmbH, which he led successfully for 7 years. Earlier he has served as the Customer Team Head (Public and Corporate Solutions) at Nokia Siemens Networks (NSN). As part of the Core Management Team of NSN, he made an active contribution towards the integration of the new organization that resulted from the merger of Siemens Telecom and Nokia Telecom. Before that he served as General Manager in Siemens Telecom for almost 8 years. In addition, he has represented global corporations like European Aeronautics & Defense Systems and Rohde & Schwarz in Pakistan. He holds a Master’s degree in Electronics.

Mr. Shahid Kalim

Mr. Shahid Kalim
Chief Technology & Information OfficerMr. Mr. Shahid Kalim has been with PMD since 2020. He holds Bachelors degree in Electrical Engineering and is a seasoned Telecom professional with over thirty-one-year experience covering areas of planning, implementation, operations and project management.
He is amongst the pioneers of Cellular telephony in Pakistan. Before joining PMD, he has worked as National Manager Switching at Paktel (now Zong), General Manager Engineering at Ufone, Director Technical & Regulatory Affairs at Link Direct International (an LDI operator owned by Mobilink/Jazz) and Director Strategic Projects at Mobilink/Jazz. He has also provided consultancy to Special Communications Organization (SCO) in the revamp and expansion of their legacy network to provide 3G and LTE services in the Azad Jammu and Gilgit, Baltistan regions.
He has played key role in developing MNP technical specifications, Guidelines and Code of Practices in Pakistan. He has also served at PMD’s Executive and Technical committees on behalf of Jazz.

Mr. Omair Hassan Khan

Mr. Omair Hassan Khan
Chief HR, Administration & Procurement OfficerMr. Omair Hassan Khan joined PMD in 2017, and is presently serving as Chief Human Resource, Administration & Procurement Officer. He is chairing the Harassment Committee and is the trustee of the Provident Fund Committee. A leading expert on creating business values through people and is responsible for developing and executing human resource, administration, and procurement strategies in support of the overall business plan and strategic direction of the organization. In his professional career, he has been heading HR operations for many years in the Oil & Gas sector of the Gulf. Prior to his employment in the Gulf, he has also been working with Telenor and HBL which makes him a seasoned professional with vast industrial reach in his field of expertise.
He has done Bachelor’s & Master’s in Business Administration in the field of Finance and HRM from BBS. He is a certified ISO/IEC 27001 Lead Auditor and also certified in “Sustainable Business Strategy” from Harvard Business School and “Leading Organizations in Disruptive Times” from INSEAD - France.

Ms. Syeda Sumayya Tul Kubra
Head Finance & Company SecretaryMs. Syeda Sumayya Tul Kubra is an Associate Chartered Accountant (ACA) and heads the finance function at PMD. She is also the company secretary, ensures compliance with legal and regulatory requirements, and has been a part of PMD since 2013. She has accumulated more than 15 years of expertise in corporate taxation, legal compliance, strategic planning, corporate governance and business performance optimization, and has extensive experience of working with the Pakistani telecoms, banking, IT and the non-profit sectors.
Sumayya also holds the Certified Internal Control Auditor (IIA-US) and the Certified Financial Consultant (IFC-Canada) certifications, is a certified ISO/IEC 27001 Lead Auditor and holds accolades from the prestigious Harvard Business School.
