Central SIM Count Enforcement System
PMD houses the Central SIM Count Enforcement System for the entire Pakistani Mobile Industry. The Central SIM Count Enforcement System comprises of a Central Database having the active Subscribers’ SIM-Counts of all CMOs against their CNICs, Passport Numbers, Pakistan Origin Card (POC) Numbers or Proof of Residence (POR) Numbers.
The Central SIM Count Enforcement System is used by the CMOs to restrict the Subscribers for the issuance of not more than 5 Voice SIMs and 3 Data SIMs across all CMOs.
Background
The Supreme Court of Pakistan issued an order in May 2012 to restrict the Number of SIMs on a CNIC to five across all CMOs during its hearing of a Petition on Law and Order Situation in Baluchistan. The Chief Justice of Pakistan directed the concerned Authorities to take immediate steps for the Implementation. The Supreme Court of Pakistan relaxed the limit in 2015 by allowing the issuance of 3 Data SIMs across all CMOs in addition to the 5 Voice SIMs.
5 Voice SIMs and 3 Data SIMs Check Service
PMD has developed the Central SIM Count Enforcement System for the CMOs for the implementation of 5 Voice SIMs and 3 Data SIMs check against CNICs and Passport Numbers (for Foreigners), across all CMOs. The CMOs consume the Service in real-time for checking and updating the SIMs counts before the issuance of New SIMs and Change of Ownership.
668 Message Service
PMD also hosts the 668 Message Service where Subscribers can check the counts of their Voice and Data SIMs registered against their CNIC or Passport Number. This Service enables the Subscribers to retrieve the SIMs counts round-the-clock, by simply sending the CNIC/Passport Number to the "668" Short Code. The Service is charged @ Re. 1+Tax per SMS query.

PMD also hosts the CNIC-SIM Website http://cnic.sims.pk/ that allows the Subscribers to check the counts of Voice and Data SIMs registered against their CNIC or Passport Number.
